Answer (1 of 4): It greatly depends on the side of the fan you press against. I have pushed my finger against the rear of a moving fan just to hear the interesting noise and feel the vibration - and scare onlookers that have never stuck their fingers in [the back] of a fan. The fan needs to move enough air to cool the entire case, but if the temperatures are too high inside the computer, then it takes longer for that air to get cool. You may hear a pinched sounding noise coming from the fan because it is working so hard spinning so fast.
